Here is draft of a letter I would send:
Date:
Dear Sirs
I have paid a fine of £[xxx] to your company. Your claim for this amount was illegal under the under Section 40 of The Administration of Justice Act 1970.
Please therefore refund the above amount within 7 days from today. If I do not receive the refund within that time frame I reserve the right to issue proceedings for recovery of this amount without further reference to you.
