It can be very distressing to find that you have been issued with a parking ticket but when a parking attendant, (civil enforcement officer, traffic cop or traffic policeman depending where you are) puts a cat on your car instead of a parking ticket things are not all that bad. Unlike a parking ticket which people often tear up in fury if you receive a cat for bad parking you can appeal (to it) by giving it a saucer of milk and some lovely fish. Can you ever imagine feeding a parking ticket (although people do feed parking meters).
So how do you fight that parking ticket. You can't say to the judge I fed it some milk and gave it a good home. But you can with a cat. And if the judge turns down your appeal you get to keep the cat!
If parking attendants gave out cats instead of parking tickets motorists might be happy to pay the fine and keep the cat.
