Extraordinarily a vigilant motorist, Arben Kaba , captured the Civil Enforcement OIfficer on his mobile phone camera after he illegally parked his CCTV spy car on double yellow lines to go shopping.
Drivers were amazed to see the individual park his Smart spy car and enter the Sainsbury'sto do his shopping.
Civil Enforcement OIfficer, who works for Westminster City Council parking contractor NSL, made an effort to conceal himself in theline of people waiting at the cash register once he spotted Mr Kaba recording him on his portable phone.
Westminster City Council assured the public that they would get NSL to launch an investigation.
Barrie's Note: Surely Westminster City Council should be doing the investigation and not NSL?
