Unfair Parking Tickets / Parking Fines 2009.

I hope that the tips I gave you about Christmas and New Year parking ensured that you had a parking ticket free holiday.

The big news is that I exposed with the marvellous help of the News of the World of a scam where photographic evidence was faked as so called "proof " that a parking ticket was correctly issued.

The situation was that my car was parked in a bay with no sign.  In such a bay no parking ticket can be issued.  Yet my cars continued to be ticketed by Westminster parking attendants on more than 10 occcasions.  In most cases where a photograph of a sign was shown in the "evidence" [sic] it was a photograph of a sign some thirty yards away. 

I alerted the News of the World and their reporter Guy Basnet arranged for a car to be left there.  They then caught on video parking tickets being given but the parking attendants photographing a different sign, in one case further down the road and in another a sign on the other sign of the road.  

NCP, Westminster's contractors who employ the parking attendants, said that they had begun an investigation into the matter. A spokesman said "We have clearly let ourselves down badly" but denied that there had been any fraud.

Westminster's cabinet member for environment and transport, Councillor Danny Chalkley, told the BBC: "This kind of behaviour by parking attendants is completely unacceptable and will not be tolerated. "The parking attendants involved have been removed from duty pending formal investigation.

"Our rules clearly state that if there is no sign on a parking bay a ticket should not be issued."     [My emphasis]
