The council in Vancouver is hoping to introduce a British style parking adjudication system but with a sting in its tail!

The council is investigating bringing in a law to have parking ticket appeals heard by an adjudicator rather than the mattter being heard in a court.  An internal report accepts that the court appeal system for a parking ticke tis  complex, resource intensive and can be very long and costly.

It appears that the British Columbia government has said it is no longer happy to give the city the court finances to go after what are described as "non-complex parking-law infractions."

In 2009, 16,000 parking tickets were appealed (Vancouver motorists receive 450,000 tickets a year!)by motorists or prosecuted by the city, but only 6,000 cases were in actual fact heard in court.

Amazingly at the present time the queue for trial hearings of what are called "bylaw infraction"s is about two-and-a-half years,"

If the new adjudication system  is sanctioned Vancouver will be like 43 other municipalities in British Columbia  which have an adjudication rather than a court system.

It appears that on a parking ticket appeal being made a council officer will review the appeal and will have the ability to void the ticket or or transfer it to an adjudicator.

Vancouver is also improving machines used by parking attendants, that will let them to produce colour photographs of the claimed parking violations to be used as information for officers and adjudicators dealing with appeals.

It is anticipated that the under the new system ticket appeals will usually two-and-a-half months to deal with.

So what is the sting in the tail?!  If the you lose your appeal infront of the adjudicator you apy a $25 fee in addition to the parking ticket!!

The council estimates that the new program will price it self at  an estimated $238,000 per annum to operate the new and income for the city could increase by $1.2 million.

In 2009, city parking enforcement officials got 50,000 ticket queries and cancelled 20,000 on various grounds.

101,000 of the 450,000 parking tickets in 2009 were not paid.
