Direction: cancel the Penalty Charge Notice and the Notice to Owner.
Reasons: The Appellant was a minicab driver. He took a booking at the Cumberland Hotel. When he got near, he asked his passenger to come to the pavement and the latter agreed. He said that the customer was on crutches. He was on his way out but fell in the lobby. This delayed him by a minute or so. The Appellant said, and I could see, that the doorman was opening the door to his vehicle just as the camera panned away.

I accept the Appellant's account and   find that the boarding exception applied in this case. I am allowing the appeal.
