THE OLDEST UK PARKING TICKET ISSUED?. BONKERS/APPEALS

Have you ever paid a parking ticket and wondered whether the council might ask you for the money again years later?  Surely with computers this cannot happen!

Top London estate agent Simon Gerrard was surprised when his postman delivered a council parking ticket for an alleged parking offence nearly five years before.  Simon kept meticulous records and knew that the parking ticket had been paid all those years ago, but couldn't understand why the document, called a Notice to Owner had been issued, particularly as there was a 6 month time limit for its issue.  A quick call by the Crazy Parking Ticket Awards author to Barnet Council revealed the reason... a computer glitch which affected some motorists.  The council agreed the notice would be cancelled but what if nobody had telephoned?

 [Legal Note: At the time in London a Notice to Owner could not, except in exceptional circumstances, be issued more than 6 months after the alleged contravention.  If it is not issued within that time frame the parking ticket must be cancelled.  The rule has now been made law for the whole of England and Wales.  The old rules apply in Scotland but most parking adjudicators consider that a Notice to Owner issued after that time means the parking ticket must be cancelled.]
