Witness Statements and Orders for Recovery

The following are the only reasons that you can complete a Witness Statement after you receive an  Order for Recovery

1.You have paid the Penaty Charge Notice and paid it in full in the statutory 28 day period.  You should give details of  the date you made payment, how you made it e.g. credit card, cheque etc. and to whom it was paid.  It is a good idea to ensure that you have the proof of payment to give to the council at a later stage.


2. You did not receive a Notice to Owner if the Penalty Charge Notice was served by a civil enforcement officer or in the case of Penalty Charge Notice issued by CCTV you did not receive the original Penalty Charge Notice in the post.

3. You lodged an appeal with the Council within the statutory 28 day period against a Notice to Owner or in the case of a Penalty Charge Notice issued by CCTV and you did not receive from the council a Notice of Rejection.

4.You lodged an appeal with the the the Parking Adjudicator against the Council's decision in the council's Notice of Rejection within the statutory 28 day period, but you have not received a reply or decision following your appeal.

Please note that you must only tick one box otherwise the witness statement will be reected!!
