Owners of vehicles registered abroad owe Scotland's biggest local councils hundreds of thousands of pounds in outstanding penalty charge notices, it was revealed today.

Glasgow City Council revealed the money still overdue for penalty charge notices (PCNs) given out to foreign-registered cars for the last three years was £21,180 for 2007/08, £25,200 for 2008/09 and £92,340 for 2009/10 - making a total n excess of £138,000.

Edinburgh City Council's parking enforcement department said £211,051 in parking ticket fines issued to foreign-registered vehicles were written off in 2009-10 once motorists could not be traced and parking tickets were not paid.


During the same period, £47,916.50 in parking tickets handed out to overeas registered vehicles were paid, the council said.

Four councils were asked how much was outstanding in overdue parking fines on cars registered outside the uk. A spokeswoman for Glasgow City Council stated that like any other local authority, after a penalty notice is not paid, their foremost method of finding the registered keeper of the car is by means of the DVLA database.

The spokeswoman went on that the DVLA does not store information on cars registered overseas, so that option is not available to the local authority in these cases.

They added that the local authority will still chase outstanding penalties by means of different methods wherever they can.

They indicated that If they noticed an overseas-registered car with overdue penalty notices against it, they may remove it as a means of finding the details the council needs to regain the money.


A spokesman for Dundee City Council said " The British Parking Association, of which Dundee City Council is a member, is lobbying the UK Government to facilitate inter-border co-operation on this issue."

A spokesperson for Aberdeen City Council confirmed that they gave out penalty charge notices to overseas vehicles.

Note:
Anyone with a car with non UK registration is obliged to register the car after one year if the car remains in the UK.
