Here are the time limits applicable a parking ticket or parking tickets ( Penalty Charge Notiice - PCN ) issued by civil enforcement officer (this is called an informal appeal)

Appeals applicable after an intitial appeal against a parking ticket ( Penalty Charge Notiice - PCN ) issued by civil enforcement officer (this is called an informal appeal) there is no time limit for the council to reply but they must issue a Notice to Owner no later than 6 months commencing with the date of service of the PCN.  If they do not the PCN must be cancelled.


You must appeal and serve the appeal (i.e. the council must receive the appeal ) against a Notice to Owner relating to PCN issued by civil enforcement officer no later than 28 days commencing with the date that you received the Notice to Owner.


After an appeal against Notice to Owner relating to PCN issued by civil enforcement officer - the council must serve you with a response either accepting or rejecting your appeal (Notice of Rejection) no later than 56 days commencing with the date they received your appeal. If they do not the PCN must be cancelled.

under the Traffic Management Act 2008.  This PCN must be served by the council no later than 28 days commencing with the date that the alleged contravention took place.  If they do not the PCN is invalid and should be appealed - the council may not cancel it and the motorist may need to take the case all the way to the parking adjudicator.  For the purpose of appealing this PCN is treated as a Notice to Owner (see above)
